401k ER Match FF help needed

Hello,
I have a request to come up with a FF that will calculate ER match 50% rate up to first 4% EE contribution = 2% total match based on the scenarios below:
ex 1: employee contributes 4% or more of gross pay , ER match = full 2% (which is 50% of 4%)
ex 2: employee contributes 2% , ER match = 1% (50% of 2%)
ex 3: employee contributes 1% - ER match = 0.5% (50% of 1%)
*ER contribution should never be more than EE contribution
I need help on how to modify existing ff to meet this conditions.
