Automating attachment of element entries

Hope you are good!
Our organization have lots payroll elements which we are currently attached manually using HSDL loads based upon a combination of DFFs. For example if an employee is in province/part timer, regular / temp, union/ non union, accruing vacation or earn and burn, opted for Stat Pay or not and many more
We would like to automate the process of elements getting automatically attached to employees based upon the logic of Dffs chosen.
Similarly, if HR change any DFF option like from vacation earn and burn to accrue vacation then vac on pay elements must automatically gets end dated and vacation accrue elements gets attached. OR an employee switches from union to non union , non union set of elements gets attached.
