Unable to override value in compensation worksheet

Unable to override value in compensation worksheet. There are 2 columns "Adjust BU Head" and "Adjust CEO Final". The Adjust BU Head column is an open field (User Enterable). The configuration is done in such a manner that whatever the value is in Adjust BU Head column, the same will be reflected in the Adjust CEO Column. The issue that we are facing is we are not able to override any other value in the Adjust CEO Column.
