Same rule but different behavior between Test and Production Instance

Summary:

I made some changes on Order entry specialist rule (created a custom rule), the goal is to forbid some users to make some actions like Create Revision and Create Order.

In my case its work fine on Test Instance as shown in image below

But when I moved the rule to Production Instance it's not work properly as shown in image below

Hope if someone can help me to solve the issue
