How Oracle Design Oracle Order Management in order to Close the Sales Order at the Header Level

Why a sales order header level is still open or processing status even though its order line is already closed. Is this normal? For some users, they are expecting that once the order line is closed, the header level should be closed as well. Please advise on how Oracle designed this.
