Is it possible to default action reason if there is only one available for that action?

Hi!
Our customer wants to use Action Reason when creating and updating departments.
For Creating a department, action reason will be create and for updating, update.
As there is just one action reason attached to the action, is it possible to default this field's value on the page?
Is anyone using action reason this way? We are trying to use it as we are not able to hide this field using VBS.
Besides, if we want to create this actions for all objects (locations, positions, etc) would you suggest we create different action reasons like create department, create position, or just one general create?
