Period for Tiered Pricing quantities

Summary:

Can we control the period for which Quantities defined within Tiered pricing, are applicable?

E.g. My customer will be on a one-year subscription, where we will allow them a consumption of TOTAL 100 quantities in a year, at $0.

Let's say our customer's consumption on a monthly basis is:

January - 30 units

February - 80 units

March - 20 units

I'd like to price this customer in a way that TOTAL 100 units (quantities) are free of cost, and each additional unit is priced at $0.5. The pricing that I'm expecting will be something like this for the above scenario:

January - $0

February - 0*70(since 30 units were consumed in first month) + 10*0.5 = $5
