Control Visibility of Elements added by User from Manage Compensation Plan

Summary: We have 2 different types of User who can add an Element name Shift Allowance via Compensation Plan to any employees in their country. However we do not want each user to see the value added by other user.

Example - Shift Allowance is added by User 1 for employee Adam from 01st July 2024 to 30th July 2024 for an amount of 500 USD. Another User 2 added Shift Allowance for employee Adam from 01st Aug 2024 to 30th Aug 2024 for an amount of 800 USD. The requirement is that both the user should not be able to view the entries added by other user.

Element Security Profile cannot be used here as both the user should have access to the same element name Shift Allowance
