Expense delegation RESTAPI is not fetching delegation when created with another user

We have a scenario where Integration user needs to create Expense delegation for another employee present in the system.

We have created the expense delegation through integration user but we cannot retrieve the same from GETAPI with the same integration user. However we are able to retrieve the same delegation through GETAPI with the user for which we have created the delegation. Is this the intended functionality if not then how we can update the same delegation that was created by integration user with the integration user instead of the employee.

Example:

ABC is an integration user, XYZ is the employee.
