Assign Manage Payables Lookups task only to user

Summary:

There is a requirement to assign 'Manage Payables Lookups' or 'Manage Standard Lookups' task to an user to update the lookup values. I can create a custom role but can't find role/privilege, function security policy to assign to the custom role?
