Waitlist not working - are there any scheduled processes to run?

Summary:

We are trying to start using capacity rule waitlists for ILTs but the colleagues on the waitlist do not seem to move to an active assignment when someone from the course withdraws. Scenario:

ILT offering with minimum cap 1 and max cap 2. We have two colleagues enrolled, and one on the waitlist. When one of the active enrolments withdraws, we would expect the one on the waitlist to activate the assignment automatically, however they still are still pending active on the waitlist.. Are there any scheduled processes needed to be run to sync up the waitlist?
