Load goals with same name via HDL

As tested, it is possible to manually add the same goal in the UI.

It worked and no issues were encountered. Per checking in the back end, all user key attributes with relation to these identical goals were all the same.

So, we've been trying to load a Worker Goal with the same name to the same Goal Plan - with all same user keys, just like the example above. However, we received an error that says:

Is it possible to load a goal with the same name via HDL? We were expecting that it would work, since it worked manually.
