Redwood Helper Tool - Rule Conditions Not Included Post Migration

We are leveraging the Redwood Helper Tool for various flows and it has been observed that our role conditions are missing from business rules when we complete/migrate from Redwood helper tool.
Is there a reason why the business rule - conditions would not automatically be included if we actively have it in our TDS rules? Is there a best practice to get them included when we migrate the personalization?
