Workflow for requisition approvals not following correct routing.

We have noticed the over the last month that when a requisition is submitted, and the Cost Center manager cannot be found. the system reroutes the approval to the requisitioners supervisory hierarchy.

We have never seen this before. They have always been rejected and the requisitioner investigates why.

Is this new logic?

This also happened when a request was entered for a project requisition and the project manager was blank. The workflow went to the requisitioners supervisory hierarchy.
