Can we default the RFQ to not require the creation of any purchasing document?

Summary:

Currently, the only way to control whether the RFQ should not proceed to purchasing document creation is to select the "Complete without creating purchasing documents" option from the Complete Award popup window. However, during the RFQ creation, the Category Manager must select the Outcome for the RFQ. Is there any way we can make the Outcome field optional or provide an option to not create any purchasing document after the RFQ process is completed or any other alternate solution to achieve this requirement?
