how to add value set clause in time and labor value set

Hi,

I want to create a new value set to filter the project expenditure organization based on the expenditure organization(department) name, this value set will be used in timecard attribute, I've already created a value set in Time and Labor Web Entry Configurations, but how to write the 'from clause' and 'where clause' in value set definition?
