Are the theme and selected item color settings not applicable any longer?

Summary:

We are updating branding and I'm working on updating some settings that haven't been touched in years. I found a couple settings in the General Product Settings configuration area like Default Theme and Selected Item Default Color.

The Default Theme will change the Welcome page / Onboarding (Transitions) / Configuration area but not Fluid. I have found some posts about Skyros being the default theme for Fluid and not being able to be changed at this time. To confirm, is this still correct (appears to be)?

The Selected Item Default Color doesn't seem to do anything. Is this setting pertinent at all any longer? I experimented in the Onboarding area where there are some dropdown boxes etc. but the color doesn't line up to any changes I'm trying.
