This employee does meet the eligibility criteria as tested

The inactive roles have payroll relationship open. No manager.

The active roles have manager and eligible but yet they are not on the worksheet.

If it is not manager, eligibility, payroll relationship, then what? Refresh process was not done? Anything I missed
