Development goal edit functionality is not working

From MSS and ESS.

Users can't able to Edit the development goal even without Task and Measurements. This issue is happening for both Employee and Line Manager. Tested this issue with seeded roles still the issue remains.

We have enabled Task and Measurement through VBCS.
