Customer. Credit limit is not working as expected , it worked intermittently , any help appreciated

We have few customer where credit limit is defined a 0 amount and credit hold flag is set to null and include in credit check is checked

when we enter sales order for these customer it work some time for some customers but for some customer it didnot works.
