Is legislative data group mandatory when creating user defined tables?

Hello,
I am trying to create some user defined tables with HDL. It all works fine for the table, columns and rows creation but it errors out when trying to add the column instance values. The error message is:
The line for component {DISCRIM} with instruction {INSTR} doesn't include values that define a unique reference to the record.
The UDT was not created on any legislative data group, so the column for this attribute was blank in the HDL file.
Also, to identify the parent component I used table, column and row ID on the User-Defined Table Column Values component.
