Can we add soft alerts or messages based on the expense types selected in expense entry screen

We want to enable soft messages or pop ups when we select an expense type in creation of expense reports. This purely depends on expense type selected when creating expense items in expenses UI. How can we do this. I could not find any way to design this. Please help.
