Unable to restrict Recruiting Organisation List of Value

Summary:

As per Client Requirements, When Hiring manager is creating the requisition, we need to restrict the recruiting organisation LOV based on Hiring manager's Business unit.

I've created Organisation tree as follows : Business unit → Division→Enterprise

I've created Organisation security as follows and attached to hiring manager role

After regenerating the roles and LDAP process, Recruiting Organisation LOV shows all the values defined in the tree. Its not restricting

Any solution to restrict this LOV ?
