Restrict workflow templates based on Disposition value

Summary:

When a new custom workflow template is created with custom statuses, the template can be assigned to Quality issues or Quality Actions.

Is there a way to restrict a template based on the Disposition value on the Quality issue/action? For example, if the Disposition selected on the Issue is Return to Supplier, only then the template is available to be assigned?
