New Hire not able to add dependents when electing benefits

Summary:

On the Benefits self-service, a new hire added dependents (spouse & children) but when going in to elect benefits there are only options for single coverage. On people to cover, all dependents have a birthday, SSN, and gender. All children are under 26. Any ideas why this could be happening?
