Not able to determine manger hierarchy (Compensation Hierarchy Determination) using a fast formula

There is a requirement to develop a fast formula to assign managers to employees in Oracle Fusion. This formula is related to the compensation module, and the formula type is Compensation Hierarchy Determination.

Managers are assigned based on the employees' legal entity. A user-defined table contains manager details and related legal entities. Two value sets have been used to get the manager person ID and assignment ID by passing the legal entity as a parameter.

The formula is attached to the hierarchies for the selected plan under Workforce Compensation Plans.

When the process runs, its status shows as an error. For some employees, it shows the correct manager, while for others, it does not. In the log file, it always correctly picks the person ID and assignment ID related to the legal entity. However, there is a note in the log file:
