Need to limit display of fields derived from a Seeded lookup in Order Management Sales Order UI

We are trying to implement a requirement to limit display of specific values in a LOV , under fields which derive their values from Seeded lookups . For Eg the LOV under "Shipment Priority" under Shipment Details > Shipping should display only specific values based on some predefined conditions( Order type, Business unit, Other EFF's etc). Shipment Priority LOV derives its value from WSH_SHIPPING_PRIORITY lookup and currently displays all the values as part of the Meaning field in the lookup.

We want only specific values should be displayed at the time of Order creation based on any set conditions.
