When is the Manual Move: Workskill Mismatch property expected to be populated?

Summary:

When using the Manual Move data that OFS passes into the ADW we noticed that the WORK_SKILL_MISMATCH column wasn't always being updated with the value we expected.

In the example below, when the activity as moved from a Bucket to a Resource the mismatch was flagged as expected. However, when the activity was moved from the Resources 'Non-Scheduled' queue to their Route the mismatch wasn't captured. The violation is always shown on the Assignment Assistant, so we would have expected it to always be captured in the data as well.

Is it expected that when moving an activity from 'non-scheduled' on a Resource to their Route, that the mismatch isn't captured in the data?
