Manage Goal Deep link not accessible by custom role

We have these 2 custom roles for managers:
Manager
Alternative Manager
These two roles have no problem accessing the My Team > Quick Actions > Goals page but when it comes to the deep link, Manage Goal, the Alternative Manager can't seem to access it. It only leaves a blank page, and when we try to reload using the same deep link - it redirects to the homepage. But for the Manager role, it works as expected.
So we tried to compare those two roles to see if there are privileges that are missing for the Alternative Manager role. Then, we tried to add the "Manage Performance Goal" privilege, but the deep link still doesn't work. Does anyone have an idea on how to fix this?
