Incrimental logic for fetching the data in Custom report is not working as expected

Summary:

Hi Team,

We have a custom BI report which fetches Customer Invoices related columns. The ESS job for this report is scheduled to run every 15 minutes. The report logic is such that it picks up only incremental Invoice records in each ESS job run.
Attaching the query for your reference to check the incremental logic.

It has come to our observation that one of the Invoice has not got picked up by the query and unable to understand why the data has not been retrieved.
