ORA_GL_JRNL_KEEP_SEARCH_EXPANDED_OPTION doesn't work at site level

Profile option ORA_GL_JRNL_KEEP_SEARCH_EXPANDED_OPTION when set at user level, it retains the search filters, when it is set at site level it doesn't retain the search filters. We have pretty heavy usage on the manage journals and dont want to set the profile or prefences at each user who is trying to use this feature, instead we want to use the site level option and retain the search filters for all the users.

Is there any additional process or configurations to be done to achieve this?
