Is Reassign requisition on the RSSP roadmap the same as the current SSP functionality

Summary:

On the roadmap for RSSP it

has 'Reassign requisition' as targeted for 24D.

Is this feature the same as SSP, where in the manage requistions area you can highlight a req and select Actions > Reassign?

Same question for the feature targeted for 24D, 'Select Contract Purchase Agreement on non-catalog request and smart forms'

Is this feature the same as SSP where you can link a req line to an agreement
