Expected Performance Calibration Rating and Expected Potential Calibration Rating

There is a calibration plan which has the columns Performance Management Overall Rating, Performance Management Calculated Overall Rating, Performance Management Overall Potential Rating, Performance Management Calculated Potential Rating which comes from the Performance Document. The rating levels are defined from 1 to 100.

Now while Calibrating, we need to give the ratings as Low, Moderate and High but we don't have the mapping to it as to which ratings will fall under low, moderate and high.

For example: If there are 100 employees, out of which 5 employees have 95 as the rating, so those 5 employees should be considered as high performance employees. How do we default the values as per the scenario mentioned in the example.
