Bill management API requires contact as user

Summary:

Bill Management registration through API requires contacts to be registered as user in Fusion. Also, it expects the email id which we register to be as a user name. Could you please let us know why should the user name be as email id. Because it looks inconsistent for Data migrated contacts alone will have user names as email id for Bill Management purpose where for the rest we will have the user name as the employee number.
