How to add LRU Phone number to Paylsip

Add Employer Phone Number to Payslips for the US.
There are these instructions:
In Setup & Maintenance, click Search in the menu.
Search for and click Search Legal Entities.
In the search results, select the row of your legal entity.
In Actions, click Manage Legal Reporting Units.
Select the row of your legal reporting unit, and click Manage Contact..

I can navigate to Mange Legal Reporting Units and select the LRU, but I do not have the Manage Contact option.
I have Manage Contact Preferences.
