'PER_PER_CONTACT_CONTACT_TYPE' dbi is not fetching the contact type of a person in Postelection Edit

I have used 'PER_PER_CONTACT_CONTACT_TYPE' dbi to fetch the contact type of a person in Postelection Edit fast , it's fetching all the contacts when I have logged in as Admin.

If I have logged in as test employee , it's just fetching 3 contacts type although the test emp is having 4 contacts in the system , 4th contact which is not getting fetched is also employed with the same organization.

Please tell me the reason and solution of this issue.
