Validating Requisition DFF based on Business Unit and Requisition Type not working

Summary: We have the requirement below:

If the business unit is USA1 Hourly and Requisition Type is Standard then DROT cannot be null and system should throw error
If the DROT value is provided but does not match the payroll location then system should throw error.
(DROT is a DFF on requisition AND Payroll Location is a DFF on the assignment, not present on the Create Requisition Flow.)
Currently only the second part is working but we need the first part of the code also to work. Please help.
