Make workflow manager mandatory in new hire process

Hi,

We have a requirement, we have "Workflow Manager" similar to Line Manager.

We need to make this mandatory in New hire process and Add a Pending worker process.

Without Workflow Manager we should not be able to submit the New hire process.

We tried Auto complete rules to handle this but couldn't achieve this functionality.
