Compensation Validations

Summary:

There are 2 columns Performance Rating Mapping and Potential Rating Mapping which has values High Performance, Moderate Performance and Low Performance AND High Potential, Moderate Potential and Low Potential respectively.

If there are more than 5 % of employees who have High Performance and High Potential, then it should show an error to save and submit. How can we configure this validation.
