When allowing employees to edit goals, are you able to make lock some fields from editing?

My client will want their employees to be able to edit goals assigned to them to make them more specific to the worker. However, they want to know if some fields can be locked so that they are NEVER editable to employees, even if overall goal edits are enabled.

Does this functionality exist, or has anyone else encountered this requirement?
