Is the PIM module Required to Create Items for Use in Requisitions?

Summary:

When we create requisition lines the Item box is available but does not show any search results. In doing some research it appears a lot of the documentation points to creating Items using "Product Management". Is that required in order to create an item that can be used on the Purchase Requisition? We are trying to enter more information when requisitions are created and thought using items would help.
