Prevent users from entering Expenses through the mobile app

Hello Experts,

We would like to know if there is a way to prevent users from entering expenses/using the Expenses Mobile app?

We are not ready to use the app just yet, since the feature to enter Tax Codes through the app is not possible.

Any insight is appreciated.
