Self Service Procurement page's components section (Visual Builder Studio) is behaving differently with different users

Hi,

We have a requirement to extend Self Service Procurement page (24B). While trying to do so using VB studio, one user is able to see the components section and other users are not able to see the same section. Corresponding screenshots are shown below.

Could anyone please let me know why it is behaving differently with different users?
