Migrating an OSMS Instance to OSMH Fails with Error “NotAuthorizedOrNotFound”

Symptoms: 

After disabling the osms plugin and enabling the osmh plugin in Oracle Cloud Agent, the following error is shown:

 Error returned by Service. Http Status Code: 404. Error Code: NotAuthorizedOrNotFound.  

 
Trying to migrate the instance via the migration assistant fails as well:

# osms-to-osmh migrate managed-instance --managed-instance-id <ocid>
