Legal Employer picklist blank in Payroll Flow

Summary:

We are trying to run a payroll flow and the legal employer picklist is completely empty and even when we type the first letter of a LE, no results are found. We have ensured the roles have the Organization security policy which allows access to all organizations, etc. Additionally, we have run all search scheduled processes around organization. Anyone have an idea why this is happening?
