After 24C, No Tickets Display for Help Desk Users, Managers and Administrators

Hello!
We are testing the 24C patch in our Dev environments.
Two separate dev environments have the same behavior - no tickets are showing up for users, managers and administrators whose access and setup allows them to see tickets in production. We have made no changes to our security and are using the out of the box roles.
This is the first patch upgrade that appears to have impacted visibility and setup to tickets. Previous patches did not result in this behavior in help desk.
I have ran scheduled processes to Send, Retrieve, Import User, Person Synch, and some others.
