Is fulfillment set functionality supported in Fusion Order Management ?

A business requirement has been described here customer’s need the ability to control processing of sales order lines to invoicing based on set values. There will be occasions where shippable and non-shippable items will exist on an order but need to billed at the same time. Additionally, different groups of lines could need to be billed at the same time.
