Restrict budget segments values during budget upload

Before a budget upload spreadsheet be downloaded, the user has to defined few parameters first. One of the parameters is the Control Budget to which you want to upload the budget. Let's call it SAMPLE Control Budget. During SAMPLE Control Budget creation, only expenses were defined.

However, during budget upload, users can choose non-expense account in the excel and be uploaded in the system. Is there any way to limit the values shown in the LOV to the values defined in the SAMPLE Control Budget?
