Should we include a sleep time for successive customer registration in bill management

Summary:

We intend to register multiple customers for Bill Management (7000+) through an automated process (BOTS) and we wanted to know if there should be a sleep time introduced for each customer registration to avoid throttling the system. If we need to have a sleep time, how much minutes should we have ?

Currently we see in TEST environment it takes nearly 2 mins to register a customer. 

Also, we would like to know if there are any concurrent requests triggered on the back of a registration
