Restrict Users from entering Expense Reports of which Expense Report date is older than 31 days

Hi,

We have a requirement to restrict users from entering expense items that are 31 days older than the system date. We do not want to use an auto rejection rule as suggested in How To Restrict Users From Submitting Expense Reports That Are Older Than 30 Days? (Doc ID 2323066.1), as the user will be notified only when the approval is rejected. Is there a way to do this when the user enters the date in the expense item.
